Case summary
On March 29, EPA Region Ill filed a Consent Agreement and Final Order simultaneously commencing and concluding an administrative action proceeding against Windsor Contractors, Inc. for alleged violations of TSCA and EPA's RRP Rule in connection with renovations for compensation on pre-1978 housing performed in Frederick, Maryland. The case was initiated cased on a referral from the Maryland Department of the Environment (MOE) which included a written report of an MOE inspection documenting unsafe work practices by Respondent at target housing. The alleged violations included failing to obtain acknowledgement of receipt by the owner of the EPA-approved lead hazard pamphlet, failing to retain records demonstrating compliance with lead safe work practices, failing to post warning signs and failing to cover ground to collect debris. Per the tem1s of the CAFO, Respondent will pay a civil penalty in the amount of $1,492. The MDE's Lead Poisoning Prevention Program was notified and did not object to this action.
