Case summary

Pursuant to Sections 22.13(b), 22.18(b)(2), and 22.18.(b)(3) of the Consolidated Rules, the Regional Judicial Officer, on May 16, 2017, signed the Final Order accepting the Consent Agreement (collectively CAFO) negotiated in settlement of certain violations of the Renovate, Repair and Painting (?RRP?) rule by Two Bulls Construction, LLC. (?Respondent?) with respect to renovations for compensation on pre-1978 housing (?Target Housing?). The RRP rule requires renovators to be certified and trained in lead safety work practices prior to performing any renovation in Target Housing to protect the occupants from exposure to lead based paint hazards due to the renovation activity. Respondent failed to obtain firm certification to perform renovations on Target Housing as required by 40 C.F.R. ? 745.89(a), and failed to retain records documenting compliance with the work practice requirements of 40 C.F.R. ? 745.85 as required by 40 C.F.R. ? 745.86. Under the terms of the CAFO, Respondent will pay a civil penalty in the amount of $3,570. This Consent Agreement and Final Order initiates and concludes this matter. The State of Maryland was notified and concurred with this action.
