Case summary
Consent Agreement and Final Order Filed in Settlement with Fineline Circuits, Inc., Trevose, Pennsylvania. [Docket No. RCRA-03-2017-0064] On June 29, 2017, the Regional Judicial Officer entered a Final Order ratifying a Consent Agreement between EPA and Fineline Circuits, Inc., (Fineline), a manufacturer of specialty circuit boards located in Trevose, Pennsylvania. This case was developed using data mining to identify the target for a RCRA C inspection. Fineline had filed a hazardous waste activity notice as a small quantity generator when in fact its hazardous waste manifests demonstrate it is a large quantity generator. A representative of the Pennsylvania Department of Environmental Protection participated in the inspection of the Fineline facility. The CAFO resolves alleged violations of Subtitle C of RCRA, and the authorized Pennsylvania Hazardous Waste Regulations. The allegations included Fineline's failure to file an amended notice of hazardous waste activity, failure to make hazardous waste determinations, storage of hazardous waste without interim status or a permit, failure to have hazardous waste tanks certified by a professional engineer, failure to have adequate secondary containment for hazardous waste tanks, failure to file biennial reports, failure to provide hazardous waste training and failure to properly dispose universal waste lamps. Based on an inability to pay analysis of five years of Fineline?s financial data and federal tax returns, Fineline will pay a $25,000 penalty.
