On March 10, 2016, EPA Inspectors conducted an Inspection of Coyne Chemical - Reading Plant, in Reading, Pennsylvania ( Facility ) to determine compliance with the Risk Management Program ( RMP ), Clean Air Act 112(r)(7) and the implementing regulations of 40 CFR Part 68. The Facility is a chemical distributor of pre-packaged chemicals to industrial,commercial and municipal customers. The facility stores 150-pound cylinders of chlorine in their storage warehouse. Based on the inspection, it was found that the Facility failed to certify their compliance audit In 2013 (40 CFR Part 68.79(a)J and ensure the process equipment complied with recognized and generally acceptable good engineering practices for the chlorine and sulfur dioxide detectors (40 CFR Part 68.65(2)).
