Case summary

On August 24, 2016, Region III entered into a Consent Agreement with, and issued a Final Order to Composite & Metal Products USA, Inc., settling violations of RCRA Subtitle C that EPA inspectors observed during an inspections of the company's facility in North East, Maryland (Facility). Respondent produces fiberglass pipes and tanks at the Facility. During the inspection, and through subsequent communications, the EPA Inspector observed that the Facility: (1) operated a hazardous waste storage facility without a permit or interim status; (2) failed to provide initial and annual hazardous waste refresher training; (3) failed to maintain an adequate contingency plan; (4)failed to keep hazardous waste containers closed except when needed to add or remove waste; (5) failed to conduct inspections of less than 90-day hazardous waste; and (6) failed to provide air emission control devices for hazardous waste containers. The Company has agreed to pay a penalty of $74,000 to settle the enforcement action. The Consent Agreement and Final Order initiate and resolve this enforcement action.
