Case summary

On April 7, 2015, Oil and Prevention Branch personnel inspected the Clearon Corp. facility in South Charleston, West Virginia. The facility produces chlorinated dry bleaches which are used extensively as sanitizers and disinfectants in detergents, cleansers, water treatment, and swimming pool and spa water treatment. The primary raw material used to make these products is chlorine. The owner or operator did not certify that the stationary source has evaluated compliance with the provisions of the prevention program at least every three years to verify that the developed procedures and practices are adequate and being followed for their 2010 and 2012 compliance audits in accordance with [68.79(a)]. An expedited penalty action and consent agreement was issued for the violation amounting to $2,400, which was quickly corrected at the facility.
