The Administrative Order alleges five violations of the Permit that EPA identified as a result of its inspection of the City of Hamptons MS4 system. The violations allege that the City failed to implement numerous requirements of its Permit, which include failure to maintain records of construction site plan reviews, failure to implement field screening procedures, failure to adhere to storm water ordinances, failure to develop written standard operating procedures for illicit discharge source identification, and failure to provide copies of inspection reports to construction site operators.
