THE FACILITY FAILED TO MONITOR THE PIPING FOR RELEASES. THE GASOLINE TANK SUMP SENSOR WAS 9-10 INCHES FROM THE BOTTOM OF THE SUMP DURING THE MAY 4, 2010 INSPECTION. THE DIESEL FUEL TANK SUMP SENSOR WAS 5-6 INCHES FROM THE BOTTOM OF THE SUMP DURING THE MAY 4, 2010 INSPECTION. ALL SUMP SENSORS WERE LOWERED TO THE CORRECT HEIGHT TO PROVIDE PIPING RELEASE DETECTION AFTER THE INSPECTION. THE FACILITY PROVIDED DOCUMENTATION OF A PASSING LINE TIGHTNESS TEST COMPLETED ON AUGUST 10, 2010.
