SECTION 9603, GAINST COVANTA ENERGY SERVICEES, INC. ( COVANTA ), AT THE HARRISBURG RESOURCE RECOVERY FACILITY LOCATED AT 1670 SOUTH 19TH STREET IN HARRISBURG, PENNSYLVANIA ( HRRF ). THE VIOLATION WAS ASSERTED AS A RESULT OF SULFURIC ACID AT THE HRRF FROM SEPTEMBER 18, 2007, THROUGH SEPTEMBER 24,2 007.
