Case summary

On January 12th, the EPA R3 and the Army finalized a Record of Decision (ROD) for OU-1/FGGM 83 Former Trap and Skeet Range. The remedial objective of the ROD is to eliminate or minimize exposure to the potential residential receptor at unacceptable levels by direct contact or ingestion of lead in soil and to eliminate or minimize exposure to wildlife receptors from mean lead concentrations in the top 6 inches of surface soil and sediment. The selected remedy at OU-1/FGGM 83 is excavation of approximately 6300 cubic yards of lead impacted soil/sediment, offsite disposal and Land Use Controls (LUCs). The remedy will result in waste remaining at the site above levels that allow for UU/UE resulting in Five Year Reviews to ensure that on site contaminants remain stable and undisturbed. LUCs will consist of deed restrictions and amendments to the Fort Meade master plan. The remedial design is currently scheduled for completion in 2026, with LUCs expected to be implemented in 2027. On December 20, 2018, HSCD signed a Record of Decision for the High Explosive Impact and Disposal Area (HEI) located on the Fort Meade NPL site. The HEI and Disposal Area is approximately 8,100 acres of former firing range and maneuver land associated with Fort Meade that was transferred to the Fish and Wildlife Service. The site currently serves as a wildlife refuge. The site was used for munitions and artillery training during WWII and had a unique distribution of ordnance due to live combat simulation. The selected remedy is to identify and remove munitions and explosives of concern (MEC) and to conduct visual inspections of the area annually. In addition, instrument assisted MEC sweeps will be conducted every five years. On April 26, EPA signed an Explanation of Significant Difference (ESD) for the Manor View Dump Site due to TCE detected above its remediation goal in indoor air samples. The change will be installation and operation of a submembrane depressurization system in the crawl space of the Manor View elementary school. The selected remedy in the original 2014 ROD is maintenance of an existing soil cover, land use controls, and long-term monitoring of soil gas, groundwater and indoor air. Sampling results in the annual maintenance report which is due in May will enable EPA to measure the effectiveness of the change.
