On September 30, 2008, EPA Region III issued an Administrative Order to the Clarksburg Sanitary Board in connection with its wastewater treatment plant located at West Fork Street in Clarksburg, West Virginia (Facility). EPAs Order, issued pursuant to Section 113(a)(3)(B) of the Clean Air Act, requires the Facility to comply with the Risk Management Program requirements of Section 112(r)(7) of the Clean Air Act by preparing and implementing a Risk Management Plan for the Facility. Among other things, the Clarksburg Sanitary Board must conduct an off-site consequences analysis, assess the hazards associated with the processes at the Facility, and implement a preventive maintenance program.
