MS HAZEL SMITH FILLED 2.5 ACRES OF BOTH TIDAL AND NON-TIDAL WETLANDS ON HER PROPERTY ALONG THE LEWES AND REHOBOTH CANAL WITHOUT ANY STATE OR FDERAL AUTHORIZATIONS IN AN ATTEMPT TO PERFOORM SHORELINE STABLILIZATION. THE MAGNITUDE OF FILL AND THE LACK OF PROPER E&S CONTROLS DISCHARED SEDIMENT TO THE MARSH AND THE CANAL ON AND AROUND THE SITE UNTIL DISCOVERY.
