THE CITY OF VIENNA, WHICH CONTROLS AND OPERATES JACKSON MEMORIAL PARK,PLACED A CULVERT AND ASSOCIATED FILL INTO APPROXIMATELY 1,515 LINEAR FEET OF AN UNNAMED TRIBUTARY OF POND RUN. THE CULVERT AND ASSOCIATED FILL IS UNAUTHORIZED AND IMPROPERLY PLACED IN THE STREAM CHANNEL. THE CULVERT IS ALSO IMPROPERLY SIZED FOR THE STREAM AND AS A RESULT, IMPEDES THE NATURAL FLOW OF THE STREAM. THE LOCATION OF THE VIOLATION IS IN WOOD COUNTY, WEST VIRGINIA
