Case summary

Northstar failed to comply with requirements and provisions of the Pennsylvania Authorized Underground Storage Tank Management Program regulation at each of its Peters Township, Mt. Washington and Butler facilities, respectively, by: (a) failing to provide a method, or combination of methods, of release detection for each USTs that met any one or more of the applicable regulatory performance requirements; (b) failing to provide a method, or combination of methods, of release detection for the pressurized piping that routinely contained regulalted substances and was associated with each UST; and (c) failing to perform annual testing of the operation the line leak detectors for the underground piping associated with each UST.
