A referralis being brought by the U.S. Environmental Protection Agency Region III ( EPA ) with the concurrence of the U.S. Army Corps of Engineers, Baltimore District ( CORPS ). The same conduct also constitutes violaltion of Section 10 of the Rivers and Harbor Act of 1899, as amended (RHA) 33 U.S.C. subsection 403.
