On March 24, 2006, EPA Region III issued an administrative comlaint to the City of Lynchburg ( City ) seeking a total penalty of $56,680.00 for violation of Section 103 of CERCLA and Section 304(c) of EPCRA in connection with a chloring release at teh Lynchburg Regional Wastewater Treatment Plant in Lynchburg, Virginia. The City failed to notify the NRC immediately following the release of approximaely 1,958 pounds of chlorine on May 17, 2005. The City also failed to provide a follow-up report to the State Emergency Response Commission as soon as practicable following the May 17, 2005 release.
