On July 22, 2005, EPA Region III entered a Consent Agreement and Final Order (?CA/FO?) with GE Thermometrics, Inc. (?GE?) for a violation by GE of Section 112 of the Clean Air Act (?CAA?), 42 U.S.C. ? 7412. GE is the owner and operator of a manufacturing facility located at 967 Windfall Road, St. Marys, PA which makes solid state thermistors used in the automotive, heating, ventilation and air conditioning, and appliance industries. In violation of the National Emission Standards for Halogenated Solvent Cleaning, 40 C.F.R. Part 63, Subpart T and the CAA, GE had one flow meter (instead of four) measuring trichloroethylene additions and deletions at four in-line solvent cleaning machines. GE installed separate flow meters in December 2004 to comply with the CAA. The parties have agreed to resolve this violation through a cash penalty of $5,000.
