On November 13, 2003, Farm & Home Oil Company (���F&H���) discharged 527 gallons of fuel oil from a tanker truck at Chalfont, Bucks County, Pennsylvania. A portion of this discharge reached an unnamed tributary of the north branch of the Neshaminy Creek, a navigable water. As a result of this discharge Farm & Home Oil Company is liable for civil penalties pursuant to the Clean Water Act, as amended. The attached Expedited Settlement Agreement (���ESA���) proposes a civil penalty of $1,900.00 for this violation. F&H signed the ESA and forwarded payment of $ 1,900
