Case summary

On April 15, 2004, an inspection was conducted by EPA inspector at the former Dixmont State Hospital owned by Mr. Ralph J. Stroyne. The facility is loaded with asbestos material, & tresspassers are able to easily access the facility. Mr. Stroyne has delayed restricting access, possibly exposing individuals to asbestos. Response due to EPA by July 2, 2004. On June 28, 2004 Region III issued an Administrative Compliance Order (���ACO���) against Respondent Ralph J. Stroyne (���Mr. Stroyne���) to address alleged violations of the Asbestos NESHAPs, promulgated pursuant to Section 112 of the CAA. The asbestos NESHAP requires sources to follow work practice standards to minimize the airborne release of asbestos fibers. EPA discovered the alleged violations during an April 15, 2004 inspection of Mr. Stroyne���s property, the Former Dixmont State Hospital (���the Facility). The ACO alleges that Mr. Stroyne violated the asbestos NESHAP by failing to comply with any of the provisions at the Facility. The result of these alleged violations could have resulted in airborne releases of asbestos fibers. The Order requires Mr. Stroyne to address and correct each violation.
