CERCLA 120 FEDERAL FACILITIES AGREEMENT FOR INVESTIGATION OF ALL NECESSARY REMEDIATION AT ST. JULIEN'S CREEK ANNEX NPL SITE IN CHESAPEAKE, VA. The selected remedy for Site 21 is shallow groundwater treatment through a two-phased approach: ? In situ chemical reduction (ISCR) ? Enhanced reductive dechlorination (ERD) Long-term monitoring will be conducted to ensure effective and optimal conditions are established for mitigation of the CVOCs, the treatment processes are performing effectively, and the remedy remains protective of human health and the environment. Land use controls (LUCs) will be implemented and maintained to prohibit potable use of groundwater and control changes in current building use, construction of new buildings, and activities that would compromise the integrity of existing building envelopes without further evaluation and/or implementation of mitigation measures until the concentrations of hazardous substances in the groundwater at Site 21 have been reduced to levels that allow for unlimited use and unrestricted exposure. OU-05 ROD (Site 5 and Blows Creek) selected remedy is No Further Action. A NTCRA was conducted in 2010 timeframe which eliminated the unacceptable risk associated with exposure to soil and sediment.
