Case summary
On February 2, 2004, Region III filed a Consent Agreement and Final Order (CAFO), involving the Gwynedd, Pennsylvania Church of the Messiah to address violations of the Toxic Substance Control Act (TSCA), Asbestos Model Accreditation Plan (MAP). The Church had failed to use accredited asbestos workers or an accredited project designer during a response action at the Church. The alleged MAP violations occurred during a renovation project in an occupied day-care center in the Church. Due to the EPA inspection, the Church closed the day-care center and had it properly decontaminated by a licensed asbestos abatement contractor. The Church of the Messiah has agreed to pay an $11,000 penalty for the alleged MAP violation.
