Case summary
On April 21, 2003, the Division Director for the Hazardous Site Cleanup Division, EPA Region III, signed an Administrative Order by Consent for Access to Allow Abatement of Endangerment ( Order ), for the Tranguch Gasoline Spill Site ( Site ), located in Hazleton Luzerne County, Pennsylvania. The Order is being issued to the Estate of Michael C. Tranguch ( Tranguch Estate ). Under the Order, EPA requires the Tranguch Estate to provide access to the former Tranguch Tire Company property ( Facility ) so that EPA can install a permananet soil vapor extraction system, ground water treatment system, and monitoring wells at the Facility. In addition, the Order requires the Tranguch Estate to file a Notice of Use Restriction with the Recorder of Deeds for Luzerne County. Underground gasoline storage tanks which were previoiusly located on the Facility property had leaked some of their contents, and gasoline entered the substrata, and migrated toward Black Creek. Some of the spilled oil is still present in the groundwater. EPA has used oil pollution funds to install ground water monitoring wells, a temporary ground water treatment system, and a temporary vapor recovery system on and around the Facility to mitigate the threat. Continued cleanup work is required to eliminate the release of threat of release of oil to Black Creek in the future
