SPECIFICALLY, EPA ALLEGES THAT MOTIVA VIOLATED REQUIREMENTS RELATED TO PREVENTION OF SIGNIFICANT DETERIORATION ( PSD )/NEW SOURCE REVIEW ( NSR ), LEAK DETECTION AND REPAIR ( LDAR ), THE NATIONAL EMISSIONS STANDARDS FOR HAZARDOUS AIR POLLUTANTS ( NESHAP ) FOR BENZENE WASTE, AND ACID GAS FLARING. THE REFERRAL, WHICH IS PART OF A NATIONAL INITIATIVE AGAINST MOTIVA AND RELATED COMPANIES, REQUESTS THAT DOJ SEEK UNSPECIFIED CIVIL PENALTIES ALONG WITH INJUNCTIVE RELIEF.
