CONSENT DECREE Settling civil claims of EPA for PenalTIES AND INJUNCTIVE RELIEF ARISING FROM PAST AND ONGOING VIOLATIONS OF THE CLEAN WATER ACT BY ALEXANDRIA SANITATION AUTHORITY AND ITS NPDES PERMIT VA0025160. VIRGINIA ENTERED INTO A CONSENT DECREE WITH ALEXANDRIA IN 1989 PURPORTING TO RELAX NPDES PERMIT LIMITS. THE PERMIT WAS NOT EVER AMENDED. EPA and Alexandria entered into a Consent Decree December 23, 1998 setting forth detailed injunctive relief, interim limits and stipulated penalties.
