THE PSD VIOLATION HERE IS BASED ON MHI'S CONSTRUCTION OF LINE NUMBER 8 AT THE FACILITY IN 1988 WHICH CONSTITUTED A PHYSICAL CHANGE TO THE FACILITY (WHICH WAS AN EXISTING MAJOR STATIONARY SOURCE, EMITTING APPROXIMATELY 840 TONS OF VOCS PER YEAR) WHICH RESULTED IN A SIGNIFICANT NET EMISSIONS INCREASE. AS MUNDET-HERMETITE, INC. DID NOT OBTAIN A PSD PERMIT PRIOR TO BEGINNING CONSTRUCTION OF THE MAJOR MODIFI- CATION, IT IS IN VIOLATION OF 40 C.F.R. SECTION 52.21(I)(1).
