Case summary

Defense Supply Center, Richmond, VA - On July 1st, 2026, EPA concurred on the final Action Memorandum for the excavation and off-site disposal of impacted subsurface soil beneath Building 65 to mitigate the human health risks from potential vapor intrusion, address the threats to groundwater from contamination leaching from soil to groundwater, and accelerate the groundwater cleanup actions at Operable Unit 8 (OU 8). OU8 groundwater has a final remedy in progress consisting of in situ bioremediation (ISB), monitored natural attenuation (MNA), and institutional controls. SOurce was contaminated soils that were addressed unde OUs 01, 02, and 03. FEDERAL FACILITY RECORD OF DECISION (ROD). OU 13 comprises approximately 17 acres in the southern portion of the installation. The western portion of OU 13 is used as a storage area for items such as metal beams, pipes, sand, gravel, and recyclable materials. The eastern portion, referred to as the ?low-lying wooded area,? is surrounded by asphalt roads and forest wetlands on both sides of Kingsland Creek. The primary source of OU 13 contamination was an above-ground storage tank fuel oil spill in November 1978. The contaminants of concern are metals, PAHs, and dioxin. The ROD documents selection of the following remedy: 1) excavation and off-site disposal of approximately 55 yards of surface soils posing a risk to ecological receptors in the low-lying wooded area of OU 13; 2) backfill of the excavations with low permeability soil; 2) long- term monitoring to ensure that the material underneath the low permeability soil remains isolated from ecological receptors; 3) institutional controls to restrict land use to industrial use and prevent exposure to subsurface soils with contamination exceeding the human health risk-based remedial action goals. OU-7 FIRE TRAINING AREA GROUNDWATER ROD THIS ROD SELECTS IN-SITU BIOREMEDIATION IN SOURCE AREAS, MNA IN OTHER AREAS OF PLUME, GROUNDWATER MONITORING FOR POTENTIAL LEACHING OF CONTAMINANTS IN SOIL, CREEK SURFACE WATER MONITORING FOR VOC MIGRATION, INSTITUTIONAL CONTROLS AND ENGINEERING CONTROLS FOR FUTURE.
