Case summary

The EPA discovered that Respondent conducted a deficient SEM program at the landfill which failed to identify surface methane concentration exceedances and resulted in significantly underreported surface methane exceedances and operated three manhole risers such that uncontrolled landfill gas was emitted to the ambient air. Respondent was ordered to conduct a written assessment of its quarterly SEM program, which shall include the most recent four quarters of SEM data and an evaluation of the locations of each monitored exceedance and any corrective action(s) taken. The assessment shall also include, but not be limited to, (1) a review of Respondent?s usage of its Bluetooth/GPS data logging equipment for SEM, i.e., using the integrated monitoring feature to log monitoring path location and monitoring time data; (2) a review of Respondent?s SEM practices and procedures for complying with the monitoring requirements in EPA Method 21, section 8.3.1 (40 C.F.R. ? 63.1960(c)(3)); and (3) an evaluation of Respondent?s existing GCCS system including any planned expansions or installations, taking into consideration the applicable GCCS requirements pertaining to a sufficient density of gas collection system components (including wells, horizontal collectors and surface collectors). This GCCS evaluation shall include, but not be limited to, the most current landfill GCCS schematic depicting the currently installed system, and shall show the radius of influence (ROI) overlaid for each gas collection well or other gas collection device, and any planned GCCS expansion(s) or installation(s) with the ROI for each planned gas collection well or other gas collection device overlayed, to demonstrate the overall adequacy of the GCCS components throughout the landfill with respect to the applicable GCCS requirements.
