EPA and its authorized representatives require access to property at the Site, identified on the current tax map of Woolrich Township as Block 6, Lot 5, so that the remedial action for the remedy that was selected by EPA in the September 29, 2017 Record of Decision (ROD), as modified by an August 7, 2023 ROD Amendment and April 25, 2024 Explanation of Significant Differences (ESD), can be implemented for both the Former Lagoon Area and Drum Disposal Area. EPA requires a court order because it has been unable to locate any individual with authority to provide the consent to access needed to carry out the remedial action at the Property.
