Respondent violated Sections 301(a) and 402 of the CWA, for its failure to comply with the 2016 MS4 General Permit at Playa Ward in the Municipality of Ponce, Puerto Rico. The Order requires Respondent to, among other things, develop storm sewer maps, investigate any illicit connection and/or discharges into the MS4, identify connections into sanitary sewer systems, perform an inventory of storm sewer systems discharge outfalls and interconnections, submit a work plan to perform reconnaissance assessments, and perform outfall monitoring.
