Respondent conducted large-scale vegetative clearing and earthmoving work, including land clearing, excavation, and filling activities, utilizing mechanized equipment, within approximately 1.42 acres of emergent wetlands adjacent to Ca?o Boquilla. Respondent shall cause no discharges of dredged or fill material into waters of the United States, which includes jurisdictional wetlands, except as authorized by a valid permit issued by the U.S. Army Corps of Engineers pursuant to Section 404 of the Clean Water Act, 33 U.S.C. ? 1344, or as exempted from Section 404 permitting authority.
