EPA v. Synergy Construction LLC - Masjid Ahl Nur-US-Sunnah Islamic Center Project

Case summary

The Masjid Ahl Nur-US-Sunnah Center Construction Project is a development property at Parcel Number 62-7 Estate Thomas, USVI, which is part of a larger track of land along the relatively steep sloped northwest section of Estate Thomas. It's approximately two acres in size and bordering immediately north the Skills Center Facility of the Charlotte Amalie High School of Saint Thomas. Information obtained by EPA revealed that construction activities began on or about mid-June 2021 (but may be as early as mid-May 2021). The construction developers did not secure an appropriate permit as required under the CWA. Further, implementation of certain BMPs were not observed in place or in use in February 2022 and it was revealed that sediment-laden storm water runoff impacts the Skills Center Facility following some rain events. The AOC is being issued to bring the Respondent into compliance with the CWA and applicable territorial regulations.
