Respondent owns and operates the facility located at or near 2 Parker Ave, Trenton, New Jersey. Stormwater from the facility drain to the Pond Run, a tributary of the Delaware River. Respondent has coverage for its stormwater discharges under NJPDES RVR Permit. EPA conducted a Compliance Evaluation Inspection at the Facility on June 27, 2019 and identified noncompliance items, including, but not limited to the following: Failure to properly develop or implement the SPPP, failure to conduct inspection, and failure to implement best management practices required by the permit.
