Case summary

The Administrative Settlement Agreement and Order on Consent calls for the Respondent to perform a two phase removal action. Phase one includes excavation, disposal and capping of polychlorinated biphenyls (PCBs) in soils, and installation of a groundwater well extraction system to address PCBs beneath the building. The Respondent will also design the phase two approach for decontamination of PCB-contaminated interior building surfaces and a new bulkhead to provide support to the depths necessary for the dredging and capping selected in the September 2013 Site remedy. On June 19, 2020, an amendment was signed whereby the Respondent agreed to perform the final phase of a removal action needed to convert a former power station into a non-profit industrial arts center. The work, valued at $5 million, includes decontamination of polychlorinated biphenyls (�PCBs�) within the building, and construction of a new bulkhead to support the Canal dredging projected to start in late summer 2020.
