EPA identified that the Village failed to comply with the conditions of the NYSDEC SPDES General Permit for Stormwater Discharges from Municipal Separate Storm Sewer Systems (MS4s) including failure to conduct outfall reconnaissance inventory, failure to map all outfalls, failure to conduct self-assessments at municipal facilities, failure to develop a SWMP Plan and failure to submit Annual Reports on time.
