Case summary
The Metro Leather Site includes a 1.3-acre parcel in the City of Gloversville, Fulton County, New York, that contained a large four-story wooden structure formerly used for leather manufacturing. The Site is located in a residential neighborhood and in close proximity to the Cayudetta Creek. In response to requests from the City of Gloversville Fire Department and the New York State Department of Environmental Conservation, EPA Region 2 conducted a time-sensitive removal action to abate friable asbestos, demolish the tannery building and remove hazardous tanks and drums from the Site. At this time, EPA has concluded response actions and does not presently contemplate additional CERCLA action at the Site. The Site was owned and operated by various leather manufacturing companies throughout the 1900s. The Respondent is a successor to Hagaman Manufacturing Corp. and Framglo Tanners, Inc., which owned or operated at the Site beginning in 1967. The Respondent and its subsidiary subsequently owned and conducted leather tanning operations at the Site until the 1980s. Under the CERCLA Section 122(h) settlement, the Respondent agrees to pay $1.5 million plus interest to the EPA Hazardous Substance Superfund, in reimbursement of EPA's past response costs paid at or in connection with the Site.
