Case summary
On April 29 and 30, 2015, EPA conducted a Municipal Separate Storm Sewer System (MS4) audit of the City. As a result of the audit, EPA identified that the City was not complying with certain terms and conditions of the NJDEP Tier A Municipal Stormwater General Permit. Violations include: failure to develop an adequate Stormwater Pollution Prevention Plan, failure to develop a program to ensure long-term O&M of post-construction stormwater best management practices, failure to develop and implement a stormwater facility maintenance program, failure to inspect and maintain catch basins as required, failure to implement required standard operating procedures at a municipal maintenance facility, and failure to implement an annual employee training program as required. An Administrative Compliance Order is being issued to order the City to comply with MS4 General Permit conditions.
