The Respondent owns and operates the wastewater treatment plant (WWTP) located at 2913 Whitmyer Drive in Schenectady, New York. Stormwater discharges from the WWTP drain to the Mohawk River. Respondent?s WWTP does not have coverage under the Multi-Sector General Permit for Stormwater Discharges Associated with Industrial Activity (MSGP) for stormwater discharges from the WWTP. EPA inspected the WWTP and identified the Respondent had not developed and implemented a Stormwater Pollution Prevention Plan (SWPPP) and had not included the MSGP requirements as part of Respondent?s MS4 Stormwater Management Program (SWMP).
