Case summary
On October 15-16, 2014, EPA and an EPA contactor, PG Environmental LLC, conducted a Municipal Separate Storm Sewer System (MS4) Audit of the Town. As a result of the Audit, EPA identified that the Town was not complying with certain terms and conditions of the NYSDEC MS4 General Permit. Violations include, but are not limited to, the following: failure to map all Town outfalls; failure to fully develop, implement and enforce a construction site stormwater runoff program; failure develop and maintain an inventory of post-construction stormwater management practices; failure to develop and implement a pollution prevention/good housekeeping training program for employees; and failure to identify measurable goals, as required by the Permit. The Information Request and Administrative Compliance Order was issued to require the Town to comply with MS4 General Permit conditions.
