Case summary

The Respondent owns and operates the Phillipsburg Sewage Treatment Plant (STP) located in Phillipsburg, NJ. EPA conducted an inspection of the Facility on June 9, 2014 and identified violations of the NJPDES Industrial Stormwater General Permit (5G2), as well as the Facility?s NJPDES Discharge to Surface Water (DSW) Permit. Violations include, but are not limited to, failure to eliminate exposure of source materials to stormwater, and DSW permit exceedances due to heavy precipitation and high flows at the facility. The Order requires the Facility to comply with the terms and conditions of 5G2 and its NJPDES DSW permit. The Information Request requires the facility to submit a written response describing the actions the facility has taken or will take to address the Areas of Concern in the CEI report, as well as a description of mechanisms that the Town has to significantly reduce the volume of infiltration and inflow from its participant (satellite) communities to protect the STP operations and infrastructure.
