Case summary
Respondent is a permitted Phase II MS4 in Jersey. A MS4 audit was conducted of the Respondent's system and it was determined that Respondent was not complying with certain terms and conditions of the NJDEP Tier A Municipal Stormwater General Permit. Violations include: failure to update the Stormwater Pollution Prevention Plan, failure to develop and implement an illicit discharge, detection and elimination program, failure to develop a program to ensure long-term O&M of post-construction stormwater best management practices, failure to develop and implement tracking systems for street sweeping, catch basin cleaning and private storm drain retrofitting, failure to develop and implement a stormwater outfall pipe scouring detection, remediation and maintenance program, and failure to implement a training program for municipal staff as required. An Administrative Compliance Order is being issued to order the City to comply with MS4 General Permit conditions.
