Case summary

Respondent self-disclosed to EPA that they had unknowingly obtained PCB-contaminated soil and applied it to his property, as well as the properties of 5 of his clients. Once the contamination was discovered, Respondent agreed to investigate/remediate all of the properties at his own expense. All contamination will be removed from all sites and will go for proper TSCA disposal. Respondent started remediation at two sites without prior EPA approval, resulting in two additional violations of the PCB regulations. Respondent is a Small Business and is seeking relief under the Small Business Policy.
