Respondent is a registered transporter of PCB waste and accepted a load of PCB for transport to a TSCA disposal facility, but through a paperwork mishap, transported it to a non-TSCA facility where it was disposed. While this waste was not prohibited from remaining in the landfill, the Respondent and generator preferred the waste be removed from the landfill and transported to the original TSCA destination.
