Respondent, a subsidiary of Garden Homes, Inc., owns and operates a construction site in Clark Township, NJ where approximately 10 acres of soil have been disturbed. The Site failed to comply with the conditions of its NJPDES CGP by failing to develop, implement and maintain a SPPP, failure to conduct and document weekly inspections. Garden Homes, Inc. has repeated violations of the CWA and NPDES regulations and been issued at least two Administrative Penalty Orders by EPA for two other construction sites in NJ for CGP violations.
