Cemex Ponce Cement, Cemex Cal, and Cemex Quarry No. 2 are connected and interrelated facilities that failed to meet effluent limits contained in its industrial storm water permit (MSGP) for runoff from material storage piles associated with cement making (40 CFR 411) and also was delayed in implementing Best Management Practices outlined in their SWPPP. The SWPPP is incomplete and the Respondent also failed to comply with the effluent limitations for Material Storage Piles.
