Respondent is a permitted Tier A MS4 in New Jersey. An MS4 Audit was conducted on June 14 16, 2011 and determined that Respondent was not complying with the conditions of the Tier A MS4 General Permit. Permit violations include, but are not limited to, failure to revise the Stormwater Pollution Prevention Plan, failure to develop and implement a post-construction stormwater control program, failure to develop and implement a local public education program, failure to develop and implement an illicit discharge program, failure to develop and implement standard operating procedures for the City Yard, failure to do required inspections, failure to maintain required records, failure to conduct an annual employee training program, and failure to submit annual reports in a timely manner. An Administrative Order is being issued to order the Respondent to comply with Permit conditions.
