Unilateral Administrative Order Without Adjudication
Case summary
PRASA's Buenos Aires Community, Downtown and North Arecibo Sanitary Sewer System ( AreciboTown SSS, an appurtenance of PRASA's Arecibo Regional Wastewater Treatment Plant) have reported sanitary sewer overflows (SSOs) to Waters of the United States. PRASA's Arecibo Town SSS is an old system with many interconnections to the storm sewer system that has not been operating as required. The administrative compliance order requires PRASA, among other things, to: cease and desist of unauthorized discharges into surface waters, report EPA of all past unreported bypasses events, provide a compliance plan and to do close caption television surveys studies of the sanitary sewer system. The tasks associated to the compliance plan shall provide for all the necessary repairs/replacement/unclogs to the Arecibo Town SSS that will correct the sanitary sewer overflow situation.
