EPA v. Carolina RWWTP

Unilateral Administrative Order Without Adjudication

Case summary

On January 9, 2009, PRASA requested a bypass of the Torrecilla Pump Station in order to repair 120 feet of a 72 inches diameter line of the force line which was ruptured. The request was approved. But through this order, PRASA must install a temporary line from the Torrecilla Pump Station to the Carolina RWWTP to prevent future overflows of the TS. PRASA must initiate a structural study of the permanent force line from the Pump Station until it reaches the Carolina RWWTP. Within sixty (60) days after finishing the study, PRASA must report to EPA all of the findings and recommendations for the rehabilitation of the permanent line and an itinerary of the implementation of such findings.
