Case summary
Q Development is a 1000 cow facility in Arecibo, Puerto Rico that was discharging manure and associated wastewater from its manure storage lagoon into the Canos Tiburones without obtaining coverage under a CAFO NPDES permit. The Order requires facility to immediately cease discharges, reduce the size of its operation to below CAFO thresholds unless they wish to obtain a CAFO NPDES permit, and repair the manure storage lagoon in a manner that prevents all future discharges. This will be the first CAFO enforcement action taken in Region 2. As a result of this action, 23,160 lbs of TS, 13,905 lbs of COD, 3,248 lbs of BOD5, 1,858 lbs of N, 534 lbs of P, and 4,639 lbs of K will be reduced.
