Since March 2002, Bacardi has been routinely violating numerous effluent limitations icontained in its Permit. effluent limitations for Biochemical Oxygen Demand (“BOD”), BOD Percent (%) Removal, Cadmium, Copper, Color, Cyanide, Flow Rate, Fluoride, Lead, Manganese Oil and Grease, pH, Phenolic Substances, Selenium, Sulfides, Surfactants, Temperature, Total Suspended Solids (“TSS”) and Zinc at Outfall 001, pH, BOD, and BOD % Removal at Outfall 002, BOD, BOD % Removal and TSS at Outfall 003, and TSS and BOD at Outfall 004 and violated effluent limitations for Cyanide, Phenolic Substances, Fluoride and Zinc in the mixing zone. This Order also requires toxicity monitoring
