Case summary
Solvent Savers, Inc. operated a chemical waste recovery facility at the Site for the reprocessing and disposal of industrial solvents and other wastes from about 1967 to 1974 during which time the Settling Defendants named in the Consent Decree transported barrels of drums for reprocessing. VOCs and PCBs have been found in both the soil and the groundwater in areas at the Site. The Defendants were issued a UAO to implement the remedy. The ROD was amended to include a soil vapor extraction system for VOC-contamination. Under the Consent Decree remaining hotspots of VOC and/or PCB contamination will be addressed through excavation followed by on-Site or off-Site pretreatment prior to off-Site disposal for VOCs and off-Site pretreatment followed by off-Site disposal for principal threat waste PCB contaminated soils (soil exceeding 100 mg/kg of PBCs) with only off-Site disposal for non principal threat waste PCB contaminated soils (PCB concentrations less than 100 mg/kg). The Consent Decree also provides for the installation of a long-term pump and treat system to address groundwater contamination. The Defendants have begun using ISVE to clean up the VOC-contamination in the soil. The Consent decree will be used to finalize the remedial action for the soil as well as the remedial design and remedial action for the groundwater cleanup.
